I think the most logical way for draw would be maybe 1lb for every draw from inside to out side so if where 14 horses would be max 14 lb from one end to other maybe half that if no bend max 7lb.
There no way would be spot on but would give a figure to relate to , or even closer you could give ever 3 horses as 1lb =1-3 4-6 7-9 10-12 13-14 that would be max 5lb in 14 horses might not sound alot but could make big differance to final rating .

For the draw i have used At The Races stats green line for positive red for negative and then awarded points plus or minus to the rating, can only see how things go. My ratings have also changed in the way i do them, all of these are trials and error again will see how it all works out

You may get a better idea looking at the American sites on how they deal with it.
I think even in Australia they have something on it , find where the bias is and then deduct 2lb for each gate away from the best draw or something like that.

This is again something different still trying not giving up just yet, this takes in the class of the race the horse ran in and where it finished and adjusted for weight but different to how you might normally calculate these things.
