How to determine unexposed horses?

How do you know a horse is still unexposed?DO you look for any particular number of races?
Can a horse a horse be an improver and not be unexposed?
Sometimes I see a horse clocking his highest figure last race(for example Desert Cry at the 1.45 Aintree this previous Saturday,by looking at patternform ranto figure) while having run 20+ races,does that mean he still is unexposed or improving?
 
M moody, if you have Horseracebase or similar product a starting point would be the trainer or the stallion to see if they produce early starters. Some horses will not mature until a certain age. Hoses can come from well bred families or just average stock so it is worth checking the Dams and Grand Dams.
