Should R4 be deducted from SP?

Ballinrobe 7.00 last night - this from the RP:

9 ran NR: Lake Chad (unsuitable ground), Whatsafellatodo (withdrawn; refused to line up) R4: Whatsafellatodo was withdrawn. Price at time of withdrawal 6/1. Rule 4 applies to all bets - deduction 10c in the Euro.

Okay ... the winner, Flash De Touzaine, had odds of 4/1 at 10am but drifted to 13/2 SP. In the case of B.O.G., would the 10% R4 be deducted from the 13/2 SP, or does SP always reflect R4 deductions?

In other words, should punters be paid out at 13/2, or 13/2 minus 10%?

If the market was reformed there should not be a R4 deduction. Otherwise there will be.
 
Well sp is starting price and is reflected on time of off, but if horse is withdrawn to late then the market has no time to change and yes it should be deducted .As it is starting price and not finishing price if they had a fp then that would not get deducted i presume.

The market was not reformed, so R4 applies to all bets;

oops! Wrong date. By co-incidence, the following day's 7pm race also had a late withdrawal and I assumed it was that one without seeing "last night" in your post.
