Where can you find an average of the official rating of a horse's previous races?

I always thought that prize money was the definition of a race competitiveness but today, after reading a few race comments, i realized that the best indicator would be the horses official rating in a race. As so, I'd like to compare the average OR of previous races with today's, in order to determine if a horse is racing at a higher/same/lower level. Anything that would resemble a race rating would help me out immensely.
