Can you use the OR to estimate how much the horse should be behind ST

Hi I was just searching the net the other day and came across someone that said you could estimate how much above or below the standard time a horse should be if you multiplied the OR by 0.04.
Example
OR 75*0.04= 3.00
OR 88*0.04= 3.52
Now I am not quiet sure if I read right or not have been searching for where I read it and I just can not find it again, has anyone know of this and possibly explain more.
Looking at it would not the horse rated 88 be quicker than the 75. I hope this makes sense if anyone can help please.

Peter Stavers in his excellent book "Seconds Into Winners" has a class allowance chart covering this subject.
In your example, why multiplying the OR by 4lbs (0.04) would give you an estimate of what a handicapped horse should achieve, beats me.

OR 88 = 5.9
OR 75 = 6.7
